постепенно переходит из теоретической темы в практическую. Госдума приняла в первом чтении законопроект об автономном интернете, и президент об этом говорит. Жесткая политика консервативной российской политики предполагает, с одной стороны, опору на собственные силы, а с другой-ожидание того, что даже вчерашние партнеры могут стать соперниками или даже врагами.







Физически отключить Интернет довольно сложно. Во – первых, это связано с его технической структурой, во-вторых-с системой мер и противовесов, выстроенной сообществом вокруг одной из важнейших систем современного общества.

Без Интернета мир был бы совсем другим, не таким удобным, динамичным, живым. Он воспитывал людей, убежденных в необходимости доступа к свободной информации, и ставил на их защиту апологетов этой веры.

Главной догмой новой “религии” был баланс и невмешательство государств в дела материнской организации. Так насколько сложно его отключить?

Что такое Интернет?

Интернет не один. Он не хранится в коробке (как убедительно заявила героиня комедийного сериала “Компьютерщики”), у него нет ни одной кнопки. Интернет-это отдельная система, которая объединилась в единое целое и получила возможность обмениваться информацией по единому протоколу.

Эта технология изначально разрабатывалась Пентагоном, но затем из рук военных она была передана сначала в управление гражданским властям, а затем и вовсе в частные руки.

Интернет действительно напоминает Федеральную резервную систему США. Ибо, казалось бы, государственные структуры-это частные фирмы и некоммерческие организации. И если в случае с ФРС она базируется на 12 банках, то ВЭБ имеет более сложную структуру.

Считается, что основную роль в регулировании правил глобальной сети играет ICANN – Корпорация по присвоению имен и адресов в Интернете. Есть еще несколько организаций, которые оказывают влияние на развитие Интернета, но они не столь значительны.

До 2016 года эта некоммерческая структура фактически находилась под контролем правительства США, которое создало ее в 1998 году для решения вопросов, связанных с функционированием Интернета. Формально этот контроль снимается, и организация становится независимой. Однако ее правила четко прописаны: подчиняться законам штата Калифорния, места, где она зарегистрирована. То есть ICANN находится в сфере влияния законодательной системы США и может быть привлечена к ответственности судебной системой – например, против нее может быть подан иск или Конгресс может принять законопроект, требующий организации определенных действий.

Организация также имеет тесные отношения с правительством США. В частности, с Министерством торговли, которое через Национальное управление по телекоммуникациям и информации Соединенных Штатов выступает в качестве координационного центра для ICANN при выполнении функций IANA (Управление адресным пространством Интернета). По сути, корпорация выступает как биржа, которая отвечает за то, чтобы ваш звонок (и в данном случае переход на конкретный адрес) доставил вас в нужное место.

Существует четыре консультативных комитета, в состав которых входят, в частности, правительства различных стран. Однако они не могут напрямую влиять на действия организации.

ICANN управляется советом директоров из 21 человека, только 15 из них имеют право голоса. То есть Интернет-это конкретный человек, на которого при необходимости можно повлиять. Хорошим примером в данном случае является Интерпол. Например, в прошлом году президент этой организации Мэн Хунвэй исчез (а затем, как выяснилось, был взят под стражу китайскими властями). Это не имело никаких последствий, кроме того, что руководитель организации имеет возможность влиять на ее решения. И арест руководителя такой структуры может однозначно повлиять на изменение в ту или иную сторону ее будущей политики.

При необходимости есть 15 человек, на которых можно оказать давление, чтобы решить проблему. И если их решение не противоречит законам Соединенных Штатов, то оно может быть исполнено.

Метод первый: влияние на совет директоров ICANN или принятие законодательства, требующего от ICANN выполнения определенных требований


Кто физически обеспечивает Интернет?

Физически работу Интернета обеспечивают также частные компании, а точнее, транснациональные корпорации. В системе DNS работает 13 корневых серверов (root-server). Все мировое общение происходит между ними. Десять из этих серверов расположены в США, остальные три-в Швеции, Нидерландах и Японии, то есть странах, имеющих достаточно прочные связи с Америкой. Существуют десятки зеркальных “серваков”, многие из них расположены в России. Но самое главное-за границей.

При этом нельзя просто отключить сервер в одном месте – информация дублируется на “зеркалах”.

Кнопка “выкл.” не существует. Теоретически можно удалить домен верхнего уровня ru. Однако если бы правительство США пошло на такой безумный шаг, это наверняка привело бы к появлению целого поколения альтернативных корневых серверов. Ущерб, нанесенный Интернету как глобальному рынку и средствам массовой информации, намного превысит выгоды. То, что произошло, просто усложнило бы общение, но не привело бы к отключению Интернета.

Корневые серверы служат основной цели – обмену информацией между собой. Они принадлежат к так называемым. Операторы Tier-1 – провайдеры первого уровня. Такие провайдеры, в отличие от привычных нам, никому не платят. На самом деле это вершина пирамиды. Провайдеры первого уровня принадлежат крупным корпорациям, которые вкладывают огромные средства в развитие инфраструктуры: например, прокладку волоконно-оптических кабелей. Они продают свой трафик операторам уровня 2: это национальные операторы уровня страны или региона. Как правило, у них есть контракты с несколькими операторами первого уровня.

Важно, что для полноценного функционирования Интернета необходим обмен данными между ними, так называемый. пиринг Если такой процесс прерван, подуровни, подключенные только к одному оператору, перестают видеть другой. Однако здесь спасает описанная выше ситуация: операторы второго уровня редко имеют контракт только с одним оператором первого.

Способ второй: оказание давления на операторов первого уровня (принятие санкций или законодательных актов, требующих от них выполнения определенных условий).


Мы упоминали, что операторы прокладывают волоконно-оптические кабели: они соединяют нас с корневыми серверами. Интернета можно лишить еще одним эффективным способом – физически. Например, разрушение 27 км кабелей вьетнамскими рыбаками в 2007 году нарушило связь в регионе на несколько месяцев. Аналогичная ситуация сложилась и в Африке. А в 2012 году Восточное побережье США осталось без связи из-за урагана, который также повредил оптическое волокно.

3 способ: физическое разрушение кабеля или его физическое отсоединение


Большинство из этих действий требуют очень жесткой правовой базы. Однако они возможны. Например, при определенных обстоятельствах и консенсусе разных стран Россия была отстранена от Олимпийских игр: существовало негласное соглашение отдельных держав. Неважно, было ли это решение справедливым или нет, факт остается фактом: под давлением тех же США Россия может быть отключена от Интернета.

Нет, она не исчезнет навсегда – копии всего хранятся на “зеркалах”. Да, в этом случае он уже никогда не будет прежним – функционирование Интернета очень сильно построено на доверии. А “трестов” в мире санкций и контрсанкций, к сожалению, не так уж и много. У России тоже может быть свой корневой сервер – вопрос в том, что с ним “общаются” другие серверы.

Преимущества Интернета заключаются в его реальной бесконечности и возможностях, которые он предлагает. Но США гораздо выгоднее держать Интернет открытым – это дает больше возможностей. Однако есть и сопутствующие факторы, в том числе пресловутый “человеческий”.”

Routing between networks is globally based on these “network numbers”. It is enough to untie this number from the network and thus mark the pool of addresses as free and that’s it, in a couple of hours there will be a blank spot in the place of this network. But restoring connections will take a very long time.

This is a long and obvious dream of the Russian government – to control any information that Russians have access to. So that Bulk and others could just be turned off with a button. And there will be no palaces of Shuvalov, no ducks of Medvedev, nor the Shoigu pagoda.
Historically, there has not been a single case of forced disconnection from the Internet. But there are plenty of examples of censorship of access by authoritarian governments.
